PLATFORM OF GOVERNMENT |
The platform of government of JBC is anchored on the following
areas of concerns and their corresponding programs and projects. This
platform is a product of Cua’s “Lakbay sa mga Kasaradayan"
by which he directly involves the people though a series of consultations
and meetings to elicit first hand information on their needs, wants, concerns
and aspirations. Catanduanes needs an action man, a sincere, dedicated, honest and a true leader who does what he says, not one who says. Cua is a TOCA awardee (Ten Outstanding Catandungan Awardee), an accomplished entrepreneur, an achiever and result-oriented person who has offered the following concerns dubbed as “ABAKADE” as his groundwork and vision for an improved, effective and efficient government services that would propel the province towards improved economy. |

Agriculture, Business and Entrepreneurship Development | |
Objectives: | |
Support and strengthen the role and function
of the Tissue Culture laboratory of the FIDA to ensure that abaca production
is upgraded, maintained and abaca diseases controlled and eradicated. Strengthen the production, processing and marketing of abaca, copra and other farm products. Support and strengthen the small and medium-scale industries in Catanduanes through the SMED program of the National Government. Deployment of multi-media promotion/publication and marketing of local products and services in collaboration with the Department of Trade and Industry. |

Objectives: | |
Strengthen and replicate the Agojo Marine
Park/Fish Sanctuary. Support agro-fisheries researches along new and emerging technologies to ensure sustainability and increased production. Conduct education and training among fisher folks. Institute massive campaign against all forms of illegal fishing. Strengthen the Bantay Dagat facilities and resources in all municipalities. |

Objectives: | |
Support the Clean-Air Act. Eradicate illegal logging and fishing. Vigorously implement reforestation and seedling propagation. Sustain the Clean and Green Program. |

Allocate bigger budget for health services for the
repair and expansion of hospital buildings, additional laboratory and
medical equipment. Implement a cost-effective system of purchasing medicines and medical supplies. Harness local and international medical and health organizations for sustained and regular medical missions in the different areas of health care. |

Objectives: | |
Replicate similar livelihood programs now being
implemented in the Municipality of San Andres under the able leadership
of Mayor Cua. Promote and strengthen local home industries among the
out of school youths and adults. |

Support barangay-tanod, peace and order council and enhance
the role of Barangay Justice System to the community. Strenghten the barangay network communication and information system. Conduct dialogue with cause-oriented and interest groups on issues affecting the lives of local people. |

Support and strengthen the sports development programs
of the province . Conduct out of school youth skills training, technology transfer, and cultural affairs development in collaboration with the Extension Service Center of CSC. Support and strengthen the role of day care centers and pre-school institutions in the province of Catanduanes . |

Conduct education and information campaign on
the evils of illegal drug in the society through school-based symposia. Support the establishment of a rehabilitation center in
Catanduanes. |

Increase budget allocation for repairs and maintenance
of school buildings and school facilities. Allocate the Special Education Fund on a priority basis. Involve the provincial government in academic and non-academic activities of schools in regional and national fora through regular funding support. Increase the allocation of the Provincial Budget for Scholarship Program |

Implement a comprehensive tourism program, in collaboration with local, national and international investors, that will promote and market the island province as an alternative vacation destination through packaged tours in partnership with hotels and travel agencies. | |

Implement a comprehensive and conscientiously planned power generation program designed to increase coverage area, and ensure cost-effective and efficient power generation system that would guarantee lesser cost of operation and redound to lesser or much more affordable power rate. |
