THE HIGH-END PERSPECTIVE OF CUA’S BUSINESS ENTERPRISE AND PUBLIC SERVICE
 
   
    Joseph Boboy C. Cua is currently the Municipal Mayor of San Andres, Catanduanes. He was born from a Chinese-Filipino family who hails from San Andres, Catanduanes.

    Boboy, as he was fondly called by friends, peers and everybody in the community, has built a small typical Chinese business enterprise that has grown significantly and made him the most successful local businessman in Catanduanes. Now he is the highest individual taxpayer to the Government of Catanduanes. The growth of his business has benefited the local economy along 1) abaca production, processing and marketing, 2) shipping lines, transportation, 3) construction and other businesses.

    His business comes minuscule to other successful businessmen in the mainland Bicol and in Metro Manila . But his investment has caused tremendous market mobility in the province that has helped thousands of Catandunganons in terms of rationalized market prices of abaca and other farm products, transport of goods and services and livelihood development.

    In his term as the municipal mayor of San Andres, he is dubbed as the working mayor, and popular for his being active, sincere, clean and honest municipal chief executive. He has improved dramatically the once sluggish and slow-paced economy of San Andres and converted it into a vibrant trans-shipment point of goods and services to and from the mainland Bicol and made both the northern and southern municipalities accessible to the mainland.

    His businesses has benefited hundreds of employees, hundreds of people who are needy and thousands of passengers coming in and out of the province in both land and water transportation. His support to livelihood projects and active participation in marketing and processing of abaca products has remained the most significant contribution he ever made to the province of Catanduanes.

    He was very successful in bringing about what we call a free enterprise. This resulted to healthy competition in Catanduanes and has extremely improved the services and responsibilities of the businesses which were influenced and developed by Mayor Cua's "Midas Touch".

    Seeing the tremendous benefits of the shipping business which has greatly improved the economy of the island province of Catanduanes, the province of Masbate through a Sangguniang Panlalawigan resolution urged Mayor Joseph C. Cua to invest in water transportation so Masbateños can have easy access to the mainland bicol in the same way Catandunganons benefited from Mayor Cua’s diversified business enterprises.
